Colorado Impact Litigation Fund
2025 marks an exciting milestone in our work: a new partnership with The Colorado Health Foundation (CHF) to launch the Colorado Impact Litigation Fund, a special JCAF-managed fund dedicated to advancing social impact litigation across the state.
With CHF as the anchor investor, this fund is designed to expand access to justice by supporting litigation efforts led by nonprofits, mission-driven firms and solo practitioners in Colorado. CHF’s early commitment has seeded the fund, and together we are now welcoming additional investors who share a vision for strengthening legal pathways to health equity and community well-being.
A Place-Based Investment
This is JCAF’s first place-based fund, grounded by a special Investment Committee assembled by JCAF and CHF that combines expert, funder, and community representation to guide and review proposed investments. This ensures that investments reflect both community priorities and sound financial stewardship.
Blended Capital in Service of a Replicable Strategy
Already seeded with both grant and Program Related Investment (PRI) capital, the Colorado Impact Litigation Fund continues to seek various investment forms. As additional funders join the fund, JCAF will work closely with them to clarify their impact priorities and financial return expectations.
Opportunities are sourced using both JCAF and partner networks, and then evaluated through JCAF’s customizable three-part screening process, assessing legal impact potential, organizational strength, and financial viability.
We are excited at the launch of this new model, and for its potential for expansion and replication in Colorado and beyond.
